You can currently play as these minor factions in offline mode but unfortunately a lot of hotkeys don't work by default. I don't know if it's possible to map hotkeys by editing files or something, never tried that.

Their towers can still be maxed out at age 4, but not walls. And yes, I remember that too, but it was a very long time ago. It was probably changed way back in the original game.

Haven't tried Susa, but Euphrates is super difficult now too. I barely managed to get the 15+ minutes early optional in coop so it's still playable, but still too hard. And don't worry, devs confirmed they're getting changed again soon.
