Low FPS on high end system - anyone else?

Hi there! I was just wondering if anyone had a fix for this, or if it is just the product of an old game engine not utilizing hardware properly.

I have two systems which run this game, one is my laptop - with a 1060 6GB, 24 gigs of ram, and a 8750H cpu. It should absolutely blow this game out of the water, but it only utilizes about 25-30% of either the processor or GPU at one time, according to CAM.

This also translates to my desktop - which has a 1070, 7600k, and 16 gigs of ram. Still just around 30% utilization of the cpu and gpu.

Is there any known fix to this, or just a product of the old engine? This hardware should absolutely nuke this game out of the water - but it just doesn't. Any fixes or suggestions? Anything helps!

I am definatly not the best person to answer technical problem questions. But I had a similar problem on my new PC. I had terrible framerate. My pc was not using my gpu to run the game. I needed to go in to my control panel (nvidia) and select to use it for the game. Somthing like this, I hope that helps.
 
Having the same problem as atomic fish, good hardware but low framerates, even in single player quests. Would love any advice or fixes. I tried Jeinx's suggestion of making sure I told the application to use my GPU, still looks like the game is running heavier on the CPU than the GPU - just sitting on vanity island my CPU can go up wards of 60%, but my GPU doesn't seem to go over 40%

As with most RTS, this game is more CPU then GPU intensive, as it has to constantly keep track of hundreds if not thousands of actors and how they all interact with each other at any one time. While I personally rarely have issues with the framerate, there was one Roman quest, second-to-last out of the roman questline where you have to defend your base for 20 minutes, in which the last 3 minutes was spent at 1-2 fps due to the thousands if not tens-of-thousands of idle units in the enemy base. Fortunately at that point I had a solid collection of towers to kill everything that approached, but it was pretty bad.
