Thank you for compiling this list. For the Scepter, its best option for someone that wants to run priestesses with Ellys fast for heals. Also, I think a couple of changes aree coming after the hotfix, so you may want to look at updating couple of PVP rewards. :)

No, summer rewards are only given during summer event. Off season, the quest will drop rewards comparable to other legendary quests.

New quests can use this as a possible optional sure. Its not likely we would go back and change older quests to this.

Green gear was the only gear that could be used by free players. Gear that wasn't dropping right will be soon, and gear that is dropping in main loot table that shouldn't is getting corrected. I appreciate all of the suggestions to remove a bunch of stuff, but its all good. No need to worry ;)
