How does one access this resource?

You need to put this inside the AI folder in DATA, if the AI folder is not there just make one yourself. then when you are in the offline mode you go to "quests" and click on "other" and it should show up there

Tried your suggestions. The file is in the folder, but it's not showing up through the Quest selection in Offline Mode.
