missing technology point

I just recently leveled my celtic civ to 40 and i am missing 1 tech point. I've reset my points to check and it says I've only got 51 points. I don't have any quest pending in my capital city.

There was a bug like this a while back. Hope it isnt the same bug..

I'm sorry if I'm reviving this post. I had a similar problem with my greek civ where the tech points was marked with negative and tried to reset them, only to get one point. I hope it have fix or help for the future. If not I can just delete the civ 'cause I'm "new"...
