It seems that for the Celts there is a max small residence number you can build in your civilization (dunno about the medium and large ones).
I find it weird since with the Greeks (for i.e.) there is no limit of residences you can build, and by having this limit it removes all the beauty you can create with it in your city capital.
Is it something that you can fix?
