You can do each quest with a different civ if you believe that is the best route. Just keep in mind that I'm pretty sure Indians would be best for Pillage the Village, since it uses Fire and Club Monkeys.

I think the idea now is that they want people dismantling terrible items, like Scrolls of Gilgamesh and such, so they can start slowly working their way for the new legendary material craftable gear, and the recipes just serve as a secondary source of it.

He is definitely a noticeable buff for conversion priests. 20% is the difference between an enemy defeating your priest or an enemy being converted by your priest.
