SOLVED Program can't Start B'cause d3xd9_40.dll missing

Hello can someone has see that Issue....I'm new here...so I tyr to play it but the error appears (Spartan.exe - Sysrem Error).
"The program can't start because d3dx9_40.dll is missing from your computer. Try re-install the program to fix this problem"
