After downloading the summer events I cannot play coop with anyone in the case of my two civs (greeks, norse) in the the new pharaoh's challenges because it says that my civ has to be on third level. Of course my coop partner can start the games neither. What can I do?

You need to abandon some quests,your co-op partner also.
This happens because there is a lot of quests selected in the game(so in summer event there is a lot more selected too.)
Also if it's possible,you should check the discord server, there is a section called "known issues", currently there is another bug which is with Norse fortress fire upgrade.
