I think, you can play it on level 20, depending on which Advisors you use, and/or how upgraded you units are. It also depends on which civ you are using. As far as I remember, I did not try before level 30, but I do not think it's completely possible at level 20.

Perhaps, but you should have some very strong defensive/counter units.Maybe it's best to wait until you reach level 40, since you have just now reached level 20. But if you are good at quickly producing all round units (and LOTS of them!!) then you might be able to.
 
I believe you need to complete Argos questline to get access to lots of rogues. You get access to Argos at 20 so you should already be able to go there.

As far as i remember it's require 10 Argos questline quests or so.
Persian Coercion - require level 40.
If you want more quest of that type - you can also try Unite the Tribes (Tarsos).
After completing all 4 quests it becomes repeatable.
 
I think you need lvl 20 to start argos and then do the main questline to reach lots of rogues.
The quest line branches off into coop only quests at some point, you dont need to do those.
It's the egyptian alliance and sea people related quests that matter.
