Sure, you have several options.
You can find a partner in our discord, and coordinate a co op game from there.
You can ask in in game chat for a partner
Or select the "co op" button before you join a quest. Anyone else looking at the "LFG" chat is then able to click the link, and join you on that quest. This would probably be the least effective with a smaller population, but, the feature does in fact work. Good luck : )
