How does it work and how to use and install it?

You locate to the installed path of your original game files, e.g. if you installed via steam then it would be something like
C:\Program Files (x86)\Steam\steamapps\common\Age Of Empires Online
then you go into DATA
then usually you need to create a folder in data, call it AI.
Then you can copy+paste the AI files in there and you should be able to find it in offline mode
