About summer grab bag doesn't work

I spent 600 empire piont on summer grab bag in aoeo shop. It doesn't seem to work, and I haven't received anything.
Can it be purchased？

log out and log back in, then you ll find it at Marcus Pollux.

All items purchased at the Bazaar require you to relog. Afterwards, there will be a quest available at the Bazaar on every city you ever make to claim the goods 1x per city.
