i just checked all the boats and the current map pool is very water map heavy. I think all the war ships in age 2 have a bit different stats but they seem to be balanced (some costs more are stonger and vice versa).
But i think the madness begins in age 3. With a bit of micro the fire ships can almost destroy everything (age 2 warships and ram ships). Especially the enneris is so incredible fast and strong and has a lot more range compared to the fire ship. I think if you do it right the water is almost always yours if you are rome. Followed by fire ship users with a bit of micro. Followed by ram ships. And at the very bottom of age 3 water battles i see celts with only the war ships in age 2.
Let's talk about the celts first. The strenght of course is in age 2 water battles and do some damage on land. But in the case that it comes to an fast age 3 (silver age) water battle against any other civs you can only forfeit water. The swanship can't handle enneris and fire ships (both are very fast). The upgrade for swanships is too expensive and slow researched, also it is not that great since it is very defensive. It says (BDP +50% which is effective in game 33%).

If the enemie comes with age 3 ships it is almost always too late to effectivly research this upgrade and it's not great either because the age 3 ships have such a high attack and bonus damage they can easily destroy docks and ships. So i would reccommend to buff this upgrade:
Buffed:
Swanship ---- Swanship champion: (cost 300 gold + research time 10 sec)
400 HP → 600 HP
30s. → 23 s.
BDP 0% → 33% (buff to 50%) or +50% attack bonus vs ships
With some micro the ram ships (8.5 speed) can be kited especially with fire ships (12 speed + 10 range) and enneris (12 speed + great range).
So i would buff the ram ship from 8.5 speed to 10 speed. (It is still a difference in MS but 8.5 ms to 12 ms is huge).
Last point is the Enneris, it is the only case where i can't find a way to equilize it to other civs then to nerf it. The stats are just insane and it also acts as the catapult ship in age 4. It combines every strenght all ships have into one.
A lot HP like a Swanship, the speed of fire ships, the crush damage like fire and ram ship, the range of a Trireme and the possibility of a much stronger and faster and cheaper version of the catapult ship.
I think there are 2 ways of nerfing it. Make almost every stats worse, which is not very popular or make it more expensive. This ship is a monster.
