Town-bell should work from any TC.

When you garrison villagers with the town-bell, you ungarrison them by clicking the bell icon on the SAME town center, but not by clicking the bell on a different TC.

Seems to me that the town-bell should ungarrison all villagers regardless of which town center you originally rang the bell from.

the bell has certain radius so if you ring the bell your villagers far away don't garrison for nothing. It can be useful to garrison different areas at different times.

I wouldnt want my villagers on the east side of the map running for the TC when the ones clear on the west side are facing an attack. I' pretty sure that' a legitimate feature. Radius from TC like Noxus said.

I agree that limited radius is a feature, but when you have TC's clumped together, it gets confusing. I think the bell should affect every garrison-building in a screen-wide radius.
