Placement Bug

Not able to place down an Alchemist's workshop in the Persian civ. Haven't tried to place it down in another civ yet.

Do you already have 2 advanced workshops in your persian civ? Advanced workshops are limited to 2 per capital.

I didn't have any shops up at the time, it did let me put up 2 weavers though. Still having problems placing them down in other civs also.
