Could the Moe's shop include new chest, that instead of giving often bad gear would be a sort of slot machine where you get differente amounts of EP for a certain amount of Gold ? The more expensive the chest, the more chance you have to get a chest with a lot of EP

That could be a way to reduce the EP farming for those who got to much money in their bank
 
I don't think this will be a fair option. Removing the cooldown timer on "War Effort" quests will be better way to farm EP. Even if you have a lot of money in the bank.

After lost millions of coins, I have removed the devil from my cities.
Otherwise i would go back to eso, cuz of it... My next plan is to give everyone coin for delete the devil in their cities... (Maybe i convert some to not gamble)
