Legenary tier Advisors [Suggestion]

With the introduction of many Legendary tier advisors, id would be nice to have legendary tier advisors for some of the oldies.

Ex:
Fletcher Gaiana
Common/Uncommone/Rare/Epic:
6%/ 8% / 10%/ 12%
New Legendary : 14%

I may be wrong here, but I thought the legendary advisors was only for unique unit/unit-enabling advisors.
Still, I think it could be nice to see. The biggest question is how will it effect balance in PvE. I'm not sure if the AI gets the benefits of advisors like they do gear, but regardless, adding a new tier of advisors is going to make player's builds in PvE much stronger.
