I experienced the same issue and Game Scan didn't work this time.
1. Try removing the "xlive.dll" file that has the issue from the game folder (then paste it just to be safe in a folder or on your desktop for a while, if the process works you can delete it permanently later)
2. Now, try doing the Game Scan again and run the game.
