divine hammer of construction and blessed hammer of construction not working

    divine hammer of construction 14.0% gathering rate and blessed hammer of construction 12.8% gathering rate are collecting 13 resource, the dull iron pick stone (respectable rare ram parts) 12.6% gathering rate collecting 14 resource, how is this possible? I paid 130k on the divine hammer and 80k on the blessed hammer.

    What resources are being collected? Is this in the same civ or different ones? Which advisors are being used?

    Is zephyros uncommon, rare? Was everything the same between swapping your tools? Zephyros makes a large impact on the amount of resource turn in.
