I can't place the abovementioned workshop, eventhough I made room by packing other workshops down. It's the greek civilization. I purchased an Precision Tools recipe and activated it BEFORE I tried to place the workshop, so now I can't use the recipe.
Update: I had an Gem Cutter Workshop and apparently you can't have both that an the Toolmaker Workshops at the same time.
