Cannot build new buildings in Capital

Playing as the Celts, and have found that I cannot build certain buildings in my Capital, such as workshops and storages. If I select the building from my inventory and try to place it, nothing happens. It seems to only be buildings that cost materials; free ones seem to work just fine. Anyone else having this problem?
 
Hi. There are a max number of storages and production buildings. For the production buildings, you can have 8 normal and 2 advanced. (The advanced are the ones that cost resources to build)
