Bought the summer Building built not working

I got to the game late. Loved it when was in original form. Like your version much better thanks for the revive!
I stayed up late and with some help of some really cool people in the game they helped me get the points to buy the summer building to keep doing the quests. Unfortunately its not working.

I placed the building. The little quest lady is out front she does not have a quest and when goto the quest city can not get the quests.

I am not sure. But i believe this is something that will be fixed soon

are you lvl 40? the quests in library are legendary and to get access to those you need to be lvl 40

I think there was something about quest not working if the library is too close to other buildings. I can't find the post right now, but I remember something like that.
