I had misunderstood the effects of starting on lev 40 since I thought that all questlines that demand you do Legendary quests will still be able to do and get the item reward from (Like the "Finnbar bow", "Devi's Royal Silken Tunic", "Great Walls of Socrates", "Zobolian Training Manual", "Setredet's Sacrificial Arrows" or "Exquisitely Salted Boar Loins").
As I understand it to start on lev 40 will give instant access to Legendary end-game play, which is good - and makes it logical that you loose chance to get items won by doing the non-legendary-questlines (that gives like Athena spear etc). And that part is no big loss. The items mentioned above on the other hand is - and NONE of them Legendary quests is anything that neither COULD or SHOULD be included in the cathegory of "skip to level 40", since they unlock first AFTER you are max level.
I see no problem adding like a version to "Blessings of the Lion" (and others for top mentioned items) for the civs started on lev 40 that demands you do the "Reclaiming..."-versions of the same quests as Blessings of the Lion demanded - so the players started on lev 40 can get them items too. I understand you can't use the original "Blessings of the Lion", but it can have the same name on the surface still, or another name, doesn't matter - just give new players that start on lev 40 a chance to win them items also I think.
That's my suggestion ^ Should be an easy fix if the will is there.
*Since I had misunderstood this I advised a friend to delete some civs and remake them on lev 40 since we intend to play Legendary together; so he deleted and re-created Celt, Persian, Babylon and Norse (all on lev 23-24). I was just informed that with that we deleted his chance for these items, which I assumed you still could get since you win them via Legendary questlines. Now he's been inactive for years, but I talked him back and did this to him first I did :'(
