Change the current bonus of the elephant archer counselor so that the arrows are now accurate

The elephant archers cost 5 of army population wich only decreases to 4 after the fort upgrade, wich is still a too high value. For the players could use this unit (nobody uses those elephants wich is a shame), its population count should be decreased to 4 or even 3. That way we could train...
