Try this.
Uninstall all versions of the C++ Redist. Once all of them are gone, use this installer:

Make sure that after using that installer, that all of the C++ redist are back
Hi! That version of the launcher (and earlier versions) have a broken updater. Manually update once to fix the updater, you can do this by extracting the lastest .zip to the game's folder. Replace anything when asked.

That's strange. Try booting into safe mode with networking and see if the issue persists.

Fantastic! Honestly, I was staring at my screen for a while trying to think of what to suggest next, lol. I didnt think it'd come down to being a driver issue. Re-installing the driver must have refreshed something that was wrong to the intended state. Either way, glad it's all working now!
Doesnt look like that worked, I actually had a feeling it might have worked. The LastBootTimeFontCacheState shouldnt be relevant to my knowledge. Btw, did you ever see if the bug happens on a different windows user?
Man... And if I remember, it worked in safe mode, correct? Also, you ccan try what @Forest has suggested too. If that doesnt fix the issue, I suggest you undo the registry edit.
