Collecting on reciept (COD)

Hello, can someone please explain to the the function of COD in mail?
I've recently send someone a very expensive item hoping that this function will make them send me the coin right after, but its been some time now and no coin, nor item.

Does the function make the player send the money before then can receive the item?

When you send an item via COD, the other player will have to pay the amount of coin stated in the mail in order to receive the item. If they don't pay the coin, then they will not get the item.

However, in the rare case that the recipient doesn't do anything with the mail they got, the mail will return to your own inbox within a fairly short period of time, with the item intact, in the mail.
