If its not allowed in your region then you have to use the non-Steam install option instead. Project Celeste has no control over the region locks.

You can switch between them but you'll have to extract the Celeste_Launcher.zip again from the older launcher to switch back since the new launcher replaces some files from the old one and they might not be compatible.
