    While this content pack has quests for players of all skill levels, not just Legendary Quests, you still need to be level 40 to access it. It is available for all civilizations that are level 40.

      It may be a decent idea to go with best-in-niche category type gear. For instance, Balanced Nets are considered to be an "allright" net for fishing boats, as it lets you get out roughly 20% more fishing boats in the early game, which can be considered on par with fishing boats gathering 20% more fish. A legendary version of this may be a bit "better recieved".

      Additionally, while I have no clue of the difficulty in doing so, it may be prudent to go through and see the gear makeup of the following
      1: Top 10% active players (Most time spent playing)
      2: Top 10% skilled players (The guys at the top of Crete/Sparta leaderboards all the time)
      3: Random selection of 10% of active players outside of this range (For whatever counts as the active metric)

      Assuming this hasn't been done already. Do keep in mind that for casual players (Those who put in less then 3 hours/week into the game), the Manual and Gauntlets from both this and the Roman packs are quite desireable, as they aren't likely to have full epic versions, much less legendaries.

      With that, you'll have a solid idea of what gear players have, use, and want.

      Of course, there's also the nuclear option of making the quest pack reward gear a "perfect roll" of equivalent pieces. No !@#$ing way the top 10% has perfect rolls on every single piece.

      I would gladly take a perfect Version of Manual or Gauntlet.

      this would make no sense, those items are not meant to be easy to get and would ruin the economy, if you want perfect rolls, play and or reforge, for casual players or beginners, having free standard items means a lot and will motivate them to improve to get those quests done, at least that's how i see things

      Yes, yes, a single perfect MAG or Athenian Manual per civ would cause the entire economy to collapse and make every single other MAG or Athenian Manual completely worthless, and Tim would finally see his dream of 20k MAGs come true. /s

      Though again, as I said, it's the "nuclear" option to appeal to both the casual and the hardcore 1%ers.

      not a lot of players can afford perfect roll of one item on trade, so you have to grind for it, the market for max items is pretty niche, can't step into it

      We could probably give a legendary balanced nets a try in the future, ofc, I'd expect you to stand up and defend it when it gets criticism. The short simple sweet answer is, we have so many legendary gear options at this point in the game, it's nearly impossible to "Wow" anyone with gear, unless we start making other gear outclassed, aka power creep.

      I mean, if we had 2,000 players achieve one per civ, it would be injecting 16,000 of them in to the economy, and removing the need for 16,000 MAG's completely, so, rekiem isn't wrong. Even if the scale doesn't seem huge, everything like this we do does in fact have an effect.
