Buffing Odysseus

Unlike with my earlier Lucky Lookout Leucon thread, this is a bit simpler but also stronger.

Barracks/Castellums cost 50% less, build 50% faster, and have 50% more health.

At 50% less and 50% faster, we are looking at roughly 115 resources saved per Barracks. Even 25% is still a sizeable buff that would boost Odysseus from meme to competitive A1 advisor.
