    Testing for neanderthal is going to be tough. The navy is way op. I' not sure how they could balance it.

    It's basically a submarine ... way too buffed, and I'm guessing fire ships would be kinda useless against it too.

    I think they're going straight for the solar power option - put a rock out in the sun for a few hours, then chuck it at someone's head.
    ... probably not compatible with underwater warfare though.
